Cosmology theory without formulas
1.Supermatter
The concept presented herewith is based on the notion
that all the occurring events are not unique. Mathematically speaking, the
probability of these events is nonzero; otherwise they just wouldn’t be able to
occur. Not only the events are not unique, but also the place where they occur,
i.e. the Universe itself, is not. One can object to it by saying that the
probability of events is relevant only to what is occurring inside our own
Universe, and that it cannot be extended over the Universe itself. Nevertheless,
we believe that there is unknown space beyond our Universe, and therefore the known
laws can be applied to the Universe as a whole, at least until proved otherwise.
This suggestion (or, rather a postulate, for it cannot
be verified yet) results in the fact that something similar to what is happening
around us, has been happening and will be happening time and again. Later we
will discuss the model of Universe that allows such repetitions, but now let us
just give the benefit of the doubt to the fact that such model exists.
Time, in its modern sense, is unidirectional, and
this process is irreversible for us. Nevertheless, talking about the repetitiveness
of the events, we make the concept of future or past sound rather relative. Let
us illustrate this statement. Let us assume that somehow we were able to live
through all the cataclysms and witness the end of the Universe, when after a
great succession of “lifeless” Universes there finally emerges a new Cosmology, theory without formulas,
supposedly similar to our old one. A hypothesis that this new Universe is
similar to our can be proven, for example, by existence of dinosaurs. I.e.
we-from-the-future end up in our past and witness it, but in another Universe,
similar to ours. We can prophesy the events of the future, for we have already
witnessed or learned them in our past, in our Universe. Our past has become our
present and our future. This sounds rather confusing, but this is exactly what
we implied by saying that past and future are relative concepts.
Out time-travel (sequential “living” through history,
observing it) ending up in a Universe identical to ours requires an ideal
combination of circumstances and a lot of explanations. E.g., how do we survive
the Big Bang of the new Universe. We can only assess the dimension of the Universes
agreement to a certain extent, in the ranges of time and space available to us.
One also should bear in mind that the end of the Universe will arrive earlier
for the remote objects, so they will not be able to know what will happen to
us, and we will not be able to exchange any information with them. This means
that we will have to create some kind of an “extensive observer”, or a string
of observers, and compare different parts of Universe at a maximum available
time range.
If we are still not able to come up with a physical
device capable of traveling from one Universe into another, and this outcome is
very likely, then the philosophical result of our failure will be limitation of
cognitive process that will end up with the Universe, and will begin from
scratch in some other new Universe. The most unpleasant is that we will never
be able to confirm our Universe model directly and accurately. On the other
hand, the Universe ending together with the observer in each and every one of
the endless chain of repetitive Universes can finally bring an answer to the
awkward question: if the repetitive chain of events is truly endless, why hadn’t
we been ever able to overcome the “death” of our Universe and preserve the
civilization or at least the accumulated knowledge?
Our belief is based on the human limitations related
to inability to break through from our Universe, e.g. due to lack of energy
needed to stand up to the collapsing Universe. To our mind, the fact that
cognition is limited by time can be proven by the idea that, if the observer
could survive through endless Universes while preserving the knowledge
accumulated during their existence, then this observer’s capabilities would be
limitless and almost godlike. This possibility of limitless knowledge, though
intriguing consequences for worldview
and philosophical point of view, will not be considered in this paper.
Now then, continuing our observations with the
Universe, we should face up to the chance of occasional event that can
interfere with our future just a bit (a grain of sand on your PC screen), or
and even that can change everything you ever known, e.g. an asteroid that failed
to collide with our planed, thus saving all the dinosaurs. I.e. at a certain
stage of future we will be able to notice that we are in a slightly different
or in an altogether very different Universe. It’s no big deal, for we have an
endless amount of tries (both in time and in the chain of events). So we just
have to patiently wait until the unknown Universe ends, and, if we are lucky, a
similar to our Universe emerges. If not, we will be very patient and wait until
we finally end up in our own past in the Universe identical to ours. We can add
up to this confusion by saying that ending in the Universe identical to ours
does not imply that this “meeting” will take place in exactly the same space
point. We’ll talk about that later.
We can only
understand that the identity is complete to a certain extent, because we
couldn’t have witnessed the past of our planet by ourselves. It means that one
may compare two Universes with a certain amount of certitude only by what one
sees in the present and future of our Universe, comparing these things to what
may be seen in a new Universe after the moment when the events start to
coincide. We can only assume with a high degree of accuracy, that observable
past of non-our Universe is identical to the past of our Universe, because they
are identical from a certain point when we are able to compare them. One should
note that our observer never “sleeps” and sees a continuous chain of events,
because otherwise this observer will “wake” in the past or in the future and
will eventually be “tangled” in time and multiply Universes.
Why are we discussing this unlikely but still real in
our model chain of similar Universes? Here’s why: one of the most important
results of our approach is that unique events that occurred against all
possible odds in a single Universe are quite probable in our hypothesis. For
instance, an ideal combination of circumstances took place and made life on
Earth possible: the existence of the Moon, preventing the Earth from moving in
precession and thus creating a life-compatible climate. Or existence of
Jupiter, a giant planet that protects us from all the uninvited “guests” from
outer space, gravitating comets and asteroids. Or our position against the Sun,
the one that provides an ideal thermal conditions on Earth. Or remarkable
coincidences in microcosm, where the fundamental particles are able to get
together and become an atom. Or the life on Earth itself. All of these coincidences
seem impossible if the Universe is one and only, but they are quite probable in
our model, when the number of tries is infinite and all the necessary
conditions (accidental events), for example, for life on Earth, will eventually
happen in “some” of the numerous Universes.
The mathematicians say, probability of these events
is unlike, but the number of tries being infinite, these coincidences are still
taking place, and our life is the best proof to that. The concept of “some”
also has to be refined. The fact that the number of tries is infinite only
tells us that the Universes identical to ours may appear rarely[1].
The life around us is organized in a way that helps
us think that everything around us has the beginning and the end. Every thing,
from atom to expanding distant galaxies that were a part of the Big Bang, once
was an entity. This approach is sure to provoke certain questions. What was
before the Big Bang that sort of started everything? Who kicked this whole
thing into gear? What will happen in the end? The answers to all these
questions can be “hidden” behind the canvas portraying our model of continuous
Universes chain. And everything was the same before the Big Bang. No-one
started this mechanism because the process had no beginning. And nothing
happens in the end, because there is no end in infinite event chain, as it has not
been stopping. It’s like being inside a torus ring or a Moebius band, we always
seem to be “right in the middle” of infinity. And this infinity goes both ways.
In our case, no matter where we go in search for the beginning or the end, we
always will observe the same continuous sequence of periodically repeating
events, sometimes quite different, and sometimes almost identical, without the beginning
or the end, both in time and in space. One Universe may show us a string of
events already known to us, and we won’t be able to understand whether we have
come back to our own Universe, or just found one that is similar to it. Let’s
not forget that we consider an event of breaking though the border of our Universe
to check this hypothesis impossible.
But nevertheless let us pass on to the model where
our idea of infinite sequence of Universes is possible. Surely this model
should not contradict with the observable data. Theoretically, it should just
give explanations to some phenomena, which is still incomprehensible for us
today. We consider it is impossible for “something” to evolve from “nothing”;
and we think that our Universe, as well as all the other “evolving” or “dying”
Universes, populated with sapient creatures or without any signs of life
whatsoever, are surrounded by a super dense matter[2].
This Supermatter can probably be a place for emerging several Universes in
different places. I.e. our infinite sequence of Universes is boosted up with a
possibility of other Universes emerging in parallel in other areas of
Supermatter. So if we turn back to our sequential time travel in search of
Universes similar to ours, we would be able to search “simultaneously” in other
areas of Supermatter. I.e. Universes
similar to ours can be both simultaneous and sequential in time. But all the
Universes will be sequential for the observer, for there is a finite speed of
getting to the simultaneous Universe. Let us assume that by marking somehow our
Universe we pass it by, than skip great areas of Supermatter and a vast number
of non-similar Universes and end up in a similar Universe, we cannot guarantee
that it is simultaneous with our own marked Universe.
Supermatter size is enormous, but is finite (respectively,
the existence of vast, but finite number of “simultaneous” Universes is
possible), its borders aren’t reachable. It is concerned not only with the
scale of the Supermatter, but also with the fact that a great force acting on
the notional border of the Supermatter will not allow you to escape it, you
will only be able to move along its notional border. Once again, due to
philosophical meaning of the fact that our model has a continuous succession of
events, endlessly repeating themselves both in time and space, the following
questions become irrelevant: What was before and what will be after that? Who,
where and when started this mechanism?
Our model is not singular, for our Universe did not
form out of nothing (and not from singularity), but as a result of a
microscopic explosion in the Supermatter itself, and forms a cavity (lacuna)
inside it. The so-called Big Bang in our Universe is just a Tiny Little Bang in
Supermatter. Talking about this explosion, we rely upon the traditional image
of the Universe emerging: enormous energy release in a tiny lapse of time and
in relatively small space, though you cannot exclude a possibility when this event
was similar to a tear in Supermatter, occurring without great energy release in
a relatively big space (on a Universal scale).
We believe that after this Supermatter bang a cavity
was formed that is now called our Universe. And we assume that it was not only
filled with radiation, but also with “shards” or rather “blobs” of Supermatter.
The enormous black holes in galaxy centers are supposedly formed of these blobs
of Supermatter. By the way, the observations show that there were more black
holes at the beginning of the Universe. This can be explained by the supermassive
black holes gradually assimilating many smaller “blobs” of Supermatter. We
assume that the Supermatter surrounded by equally superdense matter is in the
same phase state as the big black holes matter, but we cannot say for sure (our
doubts are associated, e.g. with the fact that gas can be liquid or gaseous
depending on pressure and temperature). At the moment it can be both the
expanding phase and the collapsing phase of the Universe. But our Universe will
end in collapse stage. Most probably, the size of Universe, as well as the time
of its existence from emerging to collapse, is determined by the energy of the
Big Bang. We suppose that increasing speed of remote galaxies both at the expansion
and at the collapse phases of the Universe, is not related to dark energy, but
rather is a result of interaction with Supermatter. It is also the cause why it
will always seem for us that the Universe is expanding, even when it is
collapsing. We make a conservative assumption that the Supermatter interacts by
means of another force field, different from electromagnetic, weak, strong and
already known to us gravitational interaction. Our conservative assumption is
associated with existence of the extreme Supermatter characteristics and with
known to science unification of interactions at extremely high energy
densities. Speaking of Supermatter not having any limits we imply that its
field lines of force are closing on itself. We assume that the cause of the black
hole explosion is analogous to the Big Bang that was the initial cause for
emerging of our Universe and all the other Universes. The causes why we can’t
see the Supermatter or the black holes are identical and related to the fact
that even light cannot escape their force field. Our position against the
Supermatter allows us to observe around about 13.7 billion light years across
the Universe and is defined by theoretically possible equipment resolution and
the distance at which the light still can be “released” by the Supermatter.
I.e. the size of our Universe equals the sum of observable distance of 13.7
billion light years and distance at which the light cannot be “released” by the
Supermatter, at the latter distance can be very substantial. We are surrounded
by the Supermatter, which means that we exist in a field of forces created by
its matter. We haven’t analyzed the influence of this force field on our
Universe yet. We assume that by understanding the interaction of Supermatter
force field with the Universe matter and with possibly different matter of the
black holes, we will be able to explain the observed phenomena, even without
the dark matter concept.

1. Сверхматерия
Предлагаемое
Вашему вниманию представление основано на том, что все происходящие события не
уникальны. В математическом смысле вероятность этих событий отлична от нуля, иначе
они не могли бы произойти. Но не уникальны не только события, но и место где
они происходят, т.е. сама Вселенная. Можно возразить, что вероятность событий
относится только к тому, что происходит внутри нашей Вселенной, и её нельзя
распространять на саму Вселенную как событие. Мы же считаем, что за нашей
Вселенной есть пространство, и потому применение известных нам законов допустимо
и к самой Вселенной в целом, по крайне мере, пока не доказано обратное.
Из
этого предположения (из-за невозможности проверки, скорее, постулата), следует
тот факт, что нечто подобное, что происходит вокруг нас, уже происходило и более
того будет происходить, причём неоднократно. О том, какая модель Вселенной
допускает такие повторения, мы поговорим позже, пока примем, что такая модель
существует.
Время, в
современном понимании, течёт в одном направлении, и этот процесс для нас,
биологических, к сожалению, необратим, тем не менее, говоря о неоднократности
происходящего, мы делаем понятия будущего или прошлого, в некотором смысле,
условным. Что скрывается за таким утверждением, поясним на примере. Пусть нам
каким-то образом удалось «пережить» все катаклизмы и стать свидетелями окончания
существования нашей Вселенной, и после большой последовательности
«безжизненных» Вселенных, наконец «дождаться» возникновения новой Вселенной, предположим,
похожей на нашу. О том, что Вселенная начинает походить на нашу Вселенную, мы
узнаем, например, по появлению динозавров. Т.е. мы, будущие, попадаем в своё
прошлое и наблюдаем его, но в другой, совпадающей с нашей Вселенной. Мы подобно
прорицателям знаем, что нас ожидает впереди, т.е. в будущем: мы ведь уже наблюдали
всё это в прошлом, в такой же, но нашей Вселенной. Наше прошлое теперь стало
для нас настоящим и будущим. Получается небольшая путаница, но это как раз то,
что подразумевается под утверждением относительности прошлого и будущего.
Наше перемещение (последовательное
«проживание», точнее, наблюдение) во времени и попадание в точно такую же
Вселенную предполагает идеальное стечение обстоятельств и требует объяснения
многих вещей, например, того, как нам удастся выжить при Большом взрыве в момент
зарождения новой Вселенной. Судить о том, насколько Вселенные совпадают друг с
другом, мы сможем только в ограниченных, доступных нам интервалах времени и
пространства. Необходимо также иметь ввиду, что окончание Вселенной наступит
раньше для удалённых объектов и они не узнают о том, что происходит у нас, а мы
не успеем обменяться с ними информацией. А это означает, что мы должны будем создать
протяжённого наблюдателя, либо большое количество наблюдателей и проводить
сравнение Вселенных на максимально возможном (доступном) интервале событий.
Если мы всё же не
сможем придумать подходящее физическое устройство, способное перемещаться из
одной Вселенной в другую, а такой исход является наиболее вероятным, то
философским последствием нашей неудачи будет ограниченность процесса познания,
который закончится вместе со Вселенной и будет начат когда-нибудь, в
какой-нибудь новой Вселенной с нуля. И что самое неприятное, мы никогда не
сможем напрямую убедиться в правильности нашей модели Вселенной. С другой
стороны, завершение существования Вселенной вместе с наблюдателем в каждой из
бесконечной цепи наблюдаемых и повторяющихся Вселенных позволит дать ответ на
неудобный вопрос: почему при бесконечном повторении мы не научились
преодолевать «смерть» нашей Вселенной и сохранять свою цивилизацию или хотя бы
накопленные знания?
Наше
представление основано на том, что существуют ограничения, связанные с невозможностью
вырваться за пределы своей Вселенной, например, из-за того, что не хватит
энергии, чтобы противостоять коллапсу Вселенной. На наш взгляд, важным
аргументом в пользу ограниченности познания временем существования Вселенной
является и то, что в случае сохранения наблюдателя в разных Вселенных его
возможности были бы безграничны и сродни божественным. Такой вариант безграничных
знаний, несмотря на его интригующие мировоззренческие и философские последствия,
мы рассматривать не будем.
Итак, продолжая наше наблюдение за Вселенными,
мы должны быть готовы к тому, что в любой процесс может вмешаться случайность,
которая изменит чуть-чуть наше будущее (например, песчинка, попавшая на экран
нашего монитора), или событие, которое изменит всё до неузнаваемости, например,
астероид пролетит мимо нашей планеты и динозавры выживут. Т.е. на определённой
стадии будущего мы можем обнаружить, что попали в чуть или совсем другую Вселенную.
Ничего страшного в этом нет, ведь нас никто не ограничивает в количестве попыток
(можно сказать, и во времени, в смысле непрерывной последовательности событий).
Т.е. мы терпеливо дождёмся окончания существования незнакомой нам Вселенной и
начала новой, если повезёт, то похожей на нашу, а нет, так будем терпеливыми и
когда-нибудь попадём в своё прошлое, в свою Вселенную. Внесём еще немного
путаницы, добавив, что попадание в точную копию нашей Вселенной, вовсе не
означает, что оно произойдёт в том же самом месте пространства, но об этом чуть
позже.
Понять,
что мы точно совпадаем, мы сможем только с определённой вероятностью, потому
что мы не были в своем прошлом. Это означает, что сравнивать достоверно Вселенные
мы сможем только по увиденному в настоящем и будущем нашей Вселенной, сравнивая
их с тем, что мы увидим в новой Вселенной с момента начала совпадения
наблюдаемых нами событий. Мы можем только предполагать, с высокой степенью
вероятности, что наблюдаемое прошлое не нашей Вселенной совпадает с прошлым
нашей Вселенной, раз уж они так совпадают с момента, когда мы их сможем
сравнивать на основе своих наблюдений. Необходимо отметить, что наш наблюдатель
«страдает бессонницей» и видит непрерывную цепь событий, в противном случае он
будет «просыпаться» то в своём будущем, то в своём прошлом и «запутается» во
времени и во Вселенных.
Зачем же мы так долго рассуждаем об этой
маловероятной, но реальной в нашей модели череде похожих Вселенных? А вот
зачем: одним из важнейших следствий нашего подхода является то, что уникальные
события, которые вообще непонятно как могли произойти при однократном
зарождении Вселенной, в нашем предположении вполне реализуемы. Например,
идеальное стечение обстоятельств для существования жизни на Земле. В частности,
таких, как наличие Луны, не позволяющей Земной оси совершать сложное вращение
(прецессия), при котором, по мнению некоторых учёных, не существовал бы
необходимый для жизни климат. Или наличие гиганта Юпитера, защищающего нас от
непрошеных «гостей» из космоса и притягивающего к себе астероиды и кометы; а
также наше удачное расположение относительно Солнца, обеспечивающее необходимый
для жизни температурный режим Земли. Или удивительные совпадения в микромире, на
уровне элементарных частиц, которые позволили им собраться в атомы; не говоря
про такое чудо, как зарождение жизни на Земле. Все эти совпадения кажутся невозможными
при однократной Вселенной и вполне объяснимы в нашей модели при неограниченном
числе попыток, когда все перечисленные необходимые события (условия,
последовательность случайных совпадений), например, для существования жизни на таких
планетах, как Земля, когда-нибудь произойдут в «малом числе» многочисленных Вселенных.
Вероятность таких совпадений, как говорят математики, исчезающе мала, но
количество попыток неограниченно велико, поэтому такие случайные совпадения
происходят, и наша жизнь тому подтверждение. Выражение «малое число» тоже
требует уточнения. Когда число попыток не ограничено, это говорит лишь о том,
что Вселенные, не совпадающие с нашей, будут появляться чаще[1].
Жизнь вокруг нас устроена так, что мы
привыкли считать, что у всего есть начало и есть конец. У всего, от делящегося
атома до разбегающихся далёких Галактик, которые когда-то, до Большого взрыва, были
единым целым. Такой подход, порождает естественные вопросы. А что же тогда было
до Большого взрыва, с которого всё началось? Кто запустил этот механизм? Что будет
в конце? Ответы на все эти вопросы можно «спрятать» за нашим представлением о
непрерывной цепи последовательных Вселенных. А до Большого взрыва, было то же
самое. А механизм никто не запускал, он просто не останавливался. И в конце
ничего не будет, потому что нет конца у бесконечной последовательности событий,
как собственно и начала. Это как на кольце (торе) или на ленте Мебиуса нам
кажется, что мы находимся всегда «посередине» бесконечности. Причём
бесконечности в обе стороны. В нашем случае, если мы пойдём в любую «сторону», чтобы
узнать где начало всех начал или где конец всему, то мы будем наблюдать
непрерывную последовательность повторяющихся с определённой периодичностью событий
сильно отличающихся и/или очень похожих друг на друга, без начала и конца,
причём как в пространстве, так и во времени. В одной из Вселенных мы увидим
повторение событий и не сможем определить вернулись мы по кругу в свою
Вселенную или продолжаем идти в похожую на нашу Вселенную. Не будем забывать,
что мы считаем невозможным событие, в котором нам удастся вырваться за пределы
нашей Вселенной и проверить свои гипотезы.
И тем не менее,
перейдём к модели, в которой возможны наши представления о непрерывной череде
Вселенных. Разумеется, такая модель не должна противоречить наблюдаемым данным,
в идеале она должна давать объяснения некоторым непонятным на сегодняшний день
явлениям. Мы считаем, что из «ничего» не может образоваться «что-то» и что наша
Вселенная, как и все другие «рождающиеся» и «умирающие» Вселенные, населённые
разумными существами или без всяких признаков жизни, окружена сверхплотной
материей[2].
В этой Сверхматерии, вероятно, может образовываться одновременно несколько
Вселенных в разных областях. Т.е. в нашу бесконечную последовательность образования
Вселенных добавляется ещё и возможность параллельного образования большого
количества Вселенных в других областях Сверхматерии. Причём если возвратиться в
наше последовательное путешествие во времени в поисках Вселенных, похожих на
нашу, то в предлагаемой модели мы могли бы совершать также и поиск, переходя
«одновременно», мысленно из одной Вселенной в другие, расположенные в разных
областях Сверхматерии. Т.е. Вселенные похожие на нашу могут быть и одновременным
и последовательными во времени. Но для наблюдателя любые Вселенные будут
последовательными, так как попасть в одновременную Вселенную возможно лишь при
конечной скорости. Допустим, как-то отметив свою Вселенную мы пройдём её, потом
- вещество Сверхматерии, огромное количество непохожих Вселенных, но, оказавшись
в похожей Вселенной, мы не сможем с уверенностью говорить о её одновременности.
Размеры
Сверхматерии огромны, но конечны (соответственно, возможно существование
большого, но конечного числа «одновременных» Вселенных), её границы
недостижимы. И связано это не только с масштабами Сверхматерии, но ещё и с тем,
что огромная сила на условной границе Сверхматерии не позволит Вам покинуть её,
Вы будете двигаться только по условной поверхности Сверхматерии. И, повторимся,
ввиду философской значимости утверждения, что в нашей модели происходит
непрерывная последовательность повторяющихся с определённой периодичностью
событий без начала и конца, причём как в пространстве, так и во времени, и
становятся бессмысленными вопросы: Что было до и что будет после? Кто, где,
когда и как запустил этот механизм?
Наша модель не
сингулярная, поскольку наша Вселенная образовалась не из ничего (и не из точки),
а в результате микровзрыва в самой Сверхматерии и представляет собой пустоту
(полость) внутри неё. Так называемый Большой взрыв в масштабах нашей Вселенной -
это всего лишь Микровзрыв в Сверхматерии. Говоря о взрыве, мы опираемся на
традиционное представление о том, что при образовании Вселенной произошло
огромное выделение энергии за малое время в относительно небольшом объёме, хотя
нельзя исключать того, что это было событие похожее на разрыв Сверхматерии,
т.е. без выделения большого количества
энергии за малое время, и произошедшее в большом по масштабам Вселенной объёме.
Мы считаем, что в
результате взрыва Сверхматерии образовалась пустота, которая называется нашей
Вселенной. И мы предполагаем, что заполнена она была не только излучением, но и
«осколками» или, более подходящее выражение, «сгустками» вещества Сверхматерии.
Огромные чёрные дыры в центрах галактик, вероятно, своим происхождением обязаны
этим «осколкам» Сверхматерии. Кстати, наблюдения показывают, что чёрных дыр в
начальный период Вселенной было больше. Это можно объяснить тем, что многие «осколки»
Сверхматерии в последующем собрались в сверхмассивные чёрные дыры. Мы
предполагаем, что вещество Сверхматерии в окружении такого же сверхплотного
вещества и вещество огромных чёрных дыр в окружении пустого пространства находятся
в одинаковом фазовом состоянии, но не утверждаем этого (наши сомнения связаны, например,
с тем, что газ в зависимости от давления и температуры может быть жидким или
газообразным). В данный момент мы можем находиться, как на стадии расширения,
так и на стадии сжатия Вселенной. Но закончится существование нашей Вселенной
стадией сжатия. Вероятнее всего, размер Вселенной определяется энергией
первичного взрыва, как и время «жизни» Вселенной от зарождения полости до её
схлопывания. Мы полагаем, что увеличение скорости дальних галактик, как на
этапе расширения, так и на этапе сжатия Вселенной, связано не с тёмной
энергией, а является результатом взаимодействия со Сверхматерией. По этой же
причине нам будет всегда казаться, что Вселенная расширяется, даже когда она
сжимается (схлопывается). Мы делаем осторожное предположение, что Сверхматерия
взаимодействует посредством иного поля сил, отличного от электромагнитного,
слабого, сильного и известного нам варианта гравитационного взаимодействия.
Наше осторожное предположение связано с наличием экстремальных характеристик
Сверхматерии и с известным в науке объединением типов взаимодействий при
экстремально больших плотностях энергии. Говоря о том, что Сверхматерия не имеет
границ, мы подразумеваем, что силовые линии её поля замыкаются на ней самой. Мы
предполагаем, что причина, приводящая к взрыву чёрной дыры, аналогична причине Большого
взрыва, в результате которого образовалась наша и другие Вселенные. Причины, по
которым не видны Сверхматерия и чёрные дыры, аналогичны и связаны с тем, что
свет не может вырваться из их силового поля. Наше местоположение относительно
вещества Сверхматерии позволяет нам наблюдать расстояния в 13,5 млрд. световых
лет вокруг себя и определяется теоретически возможным разрешением приборов и
тем расстоянием, на котором свет ещё "отпускается" силой притяжения
вещества Сверхматерии. Т.е. размеры нашей Вселенной равны сумме наблюдаемого
расстояния 13,5 млрд. световых лет плюс расстояние, на котором Сверхматерией «не
отпускается» свет, и его значение может быть существенным. Мы окружены
Сверхматерией, а это означает, что мы находимся в поле сил, создаваемых её
веществом. Влияние этого поля сил на нашу Вселенную нами пока не
анализировалось. Мы предполагаем, что в результате понимания взаимодействия поля
сил Сверхматерии с веществом Вселенной и, возможно, с отличающегося
взаимодействия с веществом чёрных дыр, мы сможем найти объяснения наблюдаемым
явлениям и без привлечения такого понятия, как тёмная материя.

случайные, могут происходить при непременном условии, что они не противоречат известным
нам законам природы. Например, не может быть Вселенных, в которых существует
органическая жизнь на холодном Плутоне или на раскалённом Солнце.

Mr V.V. Putin, the President of the Russian Federation
Dear Mr
Putin,
It
appears impossible to deliver my appeal to you or your Administration through
official information media (post, website of the Administration of the
President, Address to the President). My multiple appeals and complaints are
redirected to the Government of Russia. It is obvious that the Government of
Russia cannot resolve my issue. Your participation is required under Article 80
§ 2 of the Constitution of the Russian Federation.
The
issue concerns the possibility to refer to the Intergovernmental Agreement
during the international arbitration proceeding in connection with the
violation of my property rights as an investor in Kazakhstan. The violation
took place when I had already been a Russian national and was permanently
living in the territory of Russia. The Government of Russia recognizes the
possibility to refer to the Intergovernmental Agreement during the
international arbitration proceeding, the Government of Kazakhstan denies such
a possibility. Under the Intergovernmental Agreement, in case of controversies
the issue shall be resolved by the parties (Governments of countries) or shall
be settled between them in an arbitration proceeding.
I had
been trying to obtain an exact answer to this question from the Government of
Russia for more than three years. The Ministry of Justice claimed that this was
the competence of the Ministry of Foreign Affairs of Russia. The Ministry of Foreign
Affairs of Russia finally refused to accept my letters. The Post Office of
Russia (EMS) refused to certify this refusal. On the fourth year, the Ministry
of Economic Development of Russia somehow recognized the possibility to refer
to the Intergovernmental Agreement in the course of the arbitration proceeding,
but refused to do any further correspondence with me, having informed of the
following: “Currently, no dates of consultations with the Kazakhstani Party
have been scheduled”. Without any success I tried to receive a reply from the
Government of Russia by way of judicial procedure, too. The courts of Saint
Petersburg, charitably speaking, did not facilitate the acceptance of the Claim
for examination.
It is
likely that the Government of Russia forgot that the limitation period for
civil cases constitutes three years. (Whereas the claim to initiate a criminal
case against particular state officials and heads of the Government of
Kazakhstan, under the Decree of which there was “violation of the procedure for
issue of equity securities” – Article 202 of the Criminal Code of the Republic
of Kazakhstan and “violation of the rules of transactions with securities of
joint-stock companies” – Article 205 of the Criminal Code of the Republic of Kazakhstan,
is not my intention, since the result is pointless).
I had
to terminate the first proceeding in the international arbitration, owing to
the lack of reply from the Government of Russia, and now I am a party to the
repeated international arbitration proceeding with the Government of
Kazakhstan, instituted by me. But I cannot endlessly be in the process of
arbitration awaiting the agreement between the Governments of two countries
regarding the difference in interpretation of the Intergovernmental Agreement.
Understanding the obvious fairness of
my claims, the Government of Kazakhstan tries to avoid examination of the
dispute on the merits in the international arbitration court, advancing the
arguments based on their own interpretation of concepts, which differ from
those recognized in the world. The Government of Kazakhstan justifiably reckons
on the situation that the Government of Russia will not hasten to interfere
with the dispute with the member of the Customs Union represented by the
Government of Kazakhstan.
The
Government of Russia, indeed, does not only hurry up to protect the interest of
the Russian national (I stopped thinking about it long time ago after receipt
of several run-around replies for three years), but even does not comply with
its obligations to investors being nationals of Russia, specified in the
Intergovernmental Agreement. More specifically, it does not provide any reply
on interpretation and application of the Agreement, and does not agree upon the
controversies arisen with the other party, which does not enable the Russian
nationals to exercise their constitutional rights and, in particular, the
possibility to protect them in the international arbitration court.
The
Government of Kazakhstan understands that it has violated the Laws of
Kazakhstan. It understands that it will fail in the dispute, and also realizes
that I have a legal right to refer to the Intergovernmental Agreement during
the arbitration proceeding, but the economic interests of Kazakhstan (even in
case of the amount of my Claim of USD 700 ths.) are ranked above the compliance
with the Laws of Kazakhstan, the Intergovernmental Agreement with Russia, the
reputation of the Government of Kazakhstan and simply the proper attitude to
investors. The Government of Kazakhstan considers normal such a state of
affairs, when my share, as an investor of Almatyteplokommunenergo, was
illegally reduced more than 84 times. And the part of the property in the
equity of the company, belonged to me, was decreased more than 29 times in
monetary equivalent and was, in fact, appropriated by state institutions, and
this while Almatyteplokommunenergo is a natural monopoly, and under the law of
Kazakhstan cannot be loss-making.
I am
well aware that it is waste of time and money to litigate in Kazakhstan with
the Republic of Kazakhstan. I have experience of two judicial actions (materials of one of which I sent to the
Government of Russia for explaining the reason for not litigating in Kazakhstan),
where I acted (as investor too) as the Claimant. Local Kazakhstani attorneys
engaged by me lost in the courts of all levels, taking in to account obvious
facts and the law at my side 100%. I would definitely win these cases in the
international arbitration, but no international arbitration proceeding was
possible for these cases. Unfortunately, Kazakhstan did not ratify the
Convention for the Protection of Human Rights and Fundamental Freedoms,
therefore, it is not possible to initiate a proceeding with the European Court
of Human Rights.
Explaining
for myself the reason for my problems, I would like to note that I stand for
the Customs Union, EEA, EurAsEC. And I think that any association when it is
established subject to legal interests of all nationals of these states, and,
it goes without saying, only in the interests of the nationals, it is
absolutely a sound practice. Unfortunately, my experience of more than
three-year communication with the Government of Kazakhstan at the level of two
Prime Ministers and the Ministers and at the level of the executives of the
Government of Russia makes me think about violation of these essential
conditions.
I have
always considered that compliance with laws is above economic interests. And I
am sure that nationals’ interests will not be violated, if the Governments in
their activity follow the rule: “The law is still the law, and we must follow
it whether we like it or not.” VLADIMIR

In view of the foregoing, I ask you
to instruct the Government of Russia to conduct necessary consultations with
the Government of Kazakhstan as for differences in interpretation of the
Agreement between the Government of the Russian Federation and the Government
of the Republic of Kazakhstan on the Promotion and Mutual Protection of
Investments, as effective on February 11, 2000, which will enable me, a Russian
national, in accordance with the Constitution of Russia, to protect my rights
in the international arbitration court.
